"Keep Right, Pass Left" is easier to enforce than speeding and would also make the enforcement of speeding easier since those speeding would most likely be in the left lane. Win, win, win. This, along with signaling lane changes, is what makes the Autobahn (with very high speed limits /no speed limits at all) safer than the US highways.
